How many times can one person complain before it becomes abuse?

I live in the City of Dallas and have been given over a dozen tickets and never was given the opportunity to correct the problem before the City gave me a ticket. My real issue is @ what point is the system code complience's system abused by the same person @ the same resident too much. I am feeling disscriminated against. Please help me to stop the harrassment.

   Thanks for your message, and for your interest in SeeClickFix. This sounds like a difficult problem, but I don't think that SeeClickFix is really the right forum to deal with this. SeeClickFix is intended as a venue for citizens to bring attention to specific problems in their community, like potholes, not broad concerns like inappropriate ticketing by police.
