Hitting this watch zone link results in no data:

http://seeclickfix.com/api/issues.xml?watcher_token=b5518ae847aaf7af88ea3b3d0b9215fc4347807a

I get this back:

<nil-classes type="array"/>

I get the same response with your example "New Haven":

http://seeclickfix.com/api/issues.xml?at=New+Haven,+CT

Note that everything is fine when querying a specific issue:

http://seeclickfix.com/api/issues/1050.xml
