Upload shapefile or KML polygon(s) to create watch area
It's great that y'all provide a quick and dirty interface that one can use to draw in a watch area, but it would be better to also be able to upload existing polygon geography (for instance, in the form of an ESRI shapefile or a KML file). I notice that you seem to be using Google maps; perhaps there is a way to leverage their import capability.
Also, it would be nice to create a single watch area that consists of multiple polygons. There are a couple of potential applications for this. One is that, at least in Texas, counties have limited jurisdiction, so the actual area of their responsibility is actually multiple disconnected polygons (whatever remains after incorporated areas are removed). Another application is for folks who live, work and play in a large metropolitan area and aren't necessarily interested in the entire region but in specific patches, but they would like to watch those patches as a whole.

Thanks for the reply (and for giving the right answer :-) -- though it would also be nice to be able to do this ourselves ;-) ). What about a multi-polygon watch area--is that possible? And, if so, will you be able to simply create that from the multiple records in a shapefile or do they all need to be part of the same record?

My pleasure, glad to help! Unfortunately, we are unable to create multi-polygon watch areas for users. We can however create multiple watch areas from multi record shape files, as long as its clear how/what to name the shapes. At this time we can only create multi-polygon watch areas for our government clients.
Again, please let me know if you have any additional questions or if you would like us to create those areas using your shape files.
